WI emissions rules

Reading through the DOT regs and want to make sure I've got it straight. I get that if you have a pre-96 car it no longer needs to be emissions tested but is this also the case if you purchase and want to register/plate a pre-96 car? Same thing hold for in/out of state title?

have bought two pre-96 cars in the last 3 years, one from out of state, one from in state and neither had to be emissions tested.

Only OBDII cars need to get tested, to make matters worse, now we have to go to the private sector to get our cars to pass (Honda tried to rip me off at least $600 because my 01 Teggy would not allow the OBDII computer to test with aftermarket parts).
