      I've had Honda and Acura dealers refuse to give out radio codes over the phone after a battery was replaced, a memory saver used and a customer didn't have their radio code.  It's not unheard of.  Typically they're told not to without the vehicle because of the frequency of stolen radios.  Although I don't now how frequent that is anymore.

          Did you call Umansky? I’ve gotten a code from them based off the radio serial a few times.
