What am I missing?

I recently had the rear bumper painted and I bought brand new oem trim from the dealer and for some reason my side markers won't stay in. I've tried bending the metal tabs on the markers every which way but they refuse to stay in. Is there any clips I am missing or should I use some sort of double sided tape....

My drivers side does the same. I usually just push it back in when I see it out. And then go on about my business returning some video tapes.

Which side is popping out? The metal clip side or the plastic slip-tab side?

They both do in the rear. It's kind of annoying.
